The Department of Health, Division of Health Systems Quality Assurance, Office of Health Professions and Facilities - Washington Health Professional Services is seeking a qualified health professional to fill the position ofNursing Consultation Advisor - Director of Washington Health Professional Services.  This position is located in Tumwater, Washington.  (Recruitment # DOH1439)

This position is the Director of the WHPS program.  This position supports the mission of the Department of Health by providing professional and technical expertise related to Washington Health Professional Services.  WHPS provides monitoring and referrals for health professionals whose practice is impaired due to drug addiction.  It's primary mission is public safety and also includes education, outreach, prevention and development of public policy.  The nursing profession represents over seventy percent of program participants.  The remaining participants represent other health professions, including mental health and chemical dependency professionals, emergency medical technicians, physical therapists, chiropractors, etc.  The manager of the program is expected to conduct ongoing evaluation of the program for consistency, objectivity, accountability, fiscal responsibility and innovation. This position is responsible for:

  • Managing the WHPS Program including responsibility for quality assurance of the overall substance abuse monitoring process for boards and commissions within the Office of Health Professions and Facilities (OHPF), Office of Community Health Systems (OCHS), and Nursing Care Quality Assurance (NCQA).  This position has specific oversight responsibility for providing substance abuse monitoring services to boards, commissions and programs administered by the Secretary of DOH.
  • Liaison for WHPS to the OHPF management team and Health Services Quality Assurance (HSQA) management team.
  • Responding to public inquiries related to chemical dependence, impaired provider program and substance abuse monitoring activities.
  • Providing consultation and expertise to disciplining authorities and the healthcare community related to monitoring of chemically dependent health professionals statewide.
  • Assisting programs with general substance abuse monitoring issues and serving as resource on special projects, quality improvement work groups and other activities as called upon.

Required Qualifications

  • A Master's degree in nursing.
  • Licensed, or eligible for licensure within six (6) months of employment, as a registered nurse in the State of Washington.
  • Three (3) or more years (full-time equivalency) of experience in the following areas:
    • Public health or institutional nursing in an administrative, supervisory, teaching or consultant capacity.
    • Supervising professional staff.
    • Applying technical expertise in the area of chemical dependence, treatment and counseling of impaired health professionals and familiarity with state and federal laws related to substance abuse treatment.
  • Experience and knowledge of federal and state statutes, rules and judicial decisions applicable to substance abuse; and statutes and rules regarding confidentiality of health care information and public disclosure.
