Letter from our President – Charleen Tachibana
Dear Colleagues:
It is hard to believe that we are already half way through the year!! This has been a very busy period for NWONE as we have transitioned to a full time executive director, Gladys Campbell. Over the past six months we have been focused on enhancing our organizational vitality through membership engagement, financial stewardship, revision of our strategic plan, and program development. The following are a few highlights of our work:
A membership campaign is being planned for later this summer. Although we currently have 430 members, we need greater membership and people to be more engaged in the organization. We have many hospitals with few or no nursing leaders who are members.
Reach out to a colleague and encourage them to join today. Thank you to Lori Brown and the Commission on Member Support Services for your leadership.
Under the leadership of Meredith Gould and the Commission on Healthcare Policy, we have provided input into the 2007 legislative session on matters of nurse staffing. This was an intense legislative session and the commission has begun work in preparation of the next session. They are also preparing for a fall Legislative Boot camp that will better prepare nurse leaders in both states to actively engage in legislative issues that impact our organizations. Plan to attend and learn how you can make a difference.
The Commission on Education, under the leadership of Lori Wild, is busy reviewing our program offerings and evaluating opportunities to provide additional offerings. This past spring, in conjunction with the Spring Medley, we held our second CNO invitational on The Changing Labor Landscape. The Fall Program will be held in September in conjunction with our Annual Fall Membership Meeting and should provide us a wonderful reflection on technology, nursing workflow and caring.
In June we began a review of our strategic plan, calling on past, present and emerging leaders within NWONE to assist us. This work is critical as we determine the direction and role NWONE should take in shaping and leading healthcare for our states into the future. As we contemplate this future I would ask each of you, what does it mean to be “in professional association” with other nursing leaders? More specifically, what can we accomplish working together that we cannot accomplish separately or alone? The future of nursing leadership holds many challenges, yet we have a responsibility to lead—collectively we can demonstrate leadership and influence that is worthy of the public trust granted to us. We are eager to hear your perspective on strategic direction as we continue this work.
As we enter into the last six months of 2007, I would ask that each of you find a way to engage in this organization. Your work is vitally important to the health of our communities and the future of nursing.

Meet Your New Leaders!
Traci Hoiting is our new Interim Chair for the Nursing Practice Commission. Traci is currently the CNO at Swedish Medical Center where she is approaching her first anniversary. A lifelong resident of the Pacific Northwest, Traci has worked previously at both Providence St. Vincent Medical Center in Portland, Oregon and at the Oregon Health Sciences University Medical Center. Her previous roles include being both a Nurse Practitioner and a Division Director for Critical Care Nursing. Please welcome Traci to her new volunteer role.
Thom Hightower has just been endorsed as the new Chair for the Southwest Washington Regional Council. Thom is currently the COO at the Grays harbor Community Hospital where he has also been the CNE and the Interim CEO. Thom has a strong commitment to the specific services that a community hospital provides to its consumers and to the professional and civic community he is serving in SW Washington. Thank you Thom for stepping into this very vital leadership position at NWONE.
In these roles both Traci and Thom become members of your NWONE Board of Directors. Please take the time to introduce yourself to them and to thank them for their professional service to your organization.
NWONE Considers Name Change
At our most recent strategic planning meeting, the issue of our organization’s name, and it’s appropriateness, was raised.
Given that the organization welcomes nurse leaders, as members from all roles within healthcare; nurse managers, nursing directors, educators, faculty, nurse consultants, clinical nurse specialists, case managers, it seemed to many that being the Northwest Organization of Nurse Executives not only seemed potentially exclusionary, but that this title does not accurately identify who we are. With this feedback, NWONE is considering a name change to become the Northwest Organization of Nurse Leaders – NWONL. While this name change is pondered, you may note that our new membership brochure carries both names (NWONE/NWONL) and that these dual acronyms and the dual titling are also being tested on some of our communications. Please feel free to let us know what you think of this change by emailing our Executive Director, Gladys Campbell at gladysc@wsha.org. In the mean time please actively encourage the membership and involvement of all nurse leaders.
Reports From Your Commissions
Education Commission
The Chair of the Education Commission, Lori Wild, holds monthly conference call meetings with her team who plan and organize all education offerings for NWONE. This group has been hard at work planning your fall meeting: Leading Technology from the Context of Caring.
This program, scheduled for September 12, 13 and 14th, will be held at the Hyatt Regency Hotel in Bellevue, Washington. The focus of this year’s program is on the role of nursing leadership in directing and advancing technology into clinical care. Our opening dinner begins with a reception at 6pm and hosts our keynote speaker Monique Lambert of Intel. Monique has been a featured speaker at two AONE leadership forums and is in formal partnership with AONE in studying nursing workflow patterns and recommending work redesign. We think you will find her presentation thought provoking and inspiring – please don’t miss this event. Thursday features a series of partnered presentations where an industry leader and a local nursing leader speak together on advancements, innovations and improvements they have jointly sponsored. Thursday will end with a keynote address by Melissa Fitzpatrick, the past CNE of Duke University Medical Center and currently a Senior VP for Hill-Rom Corporation. Melissa will be speaking on the opportunity for nurses to lead industry from within.
Friday we will be hosting our fall meeting of the membership with dialogue facilitated by Charleen Tachibana, our NWONE President, and with opportunity for regional group meetings and discussion. We will close the day with a very special 2-hour presentation by our own Kristen Swanson who will speak to us about what we might do with time gained from technologic advancement, to build and enhance environments of caring. Kristen is well known to us in the Northwest as a frequent speaker and as a leader and professor at the University of Washington School of Nursing.

The Education Commission is also already hard at work on next year’s Spring Medley, which will be held in March of 2008. The theme of this program will be:

Keynoting this program will be Connie Barden, VP for Innovation at Mercy Hospital in Miami Florida and one of the primary authors of the AACN Standards for Establishing and Sustaining Healthy Work Environments. Mark your calendars now, and plan to attend.
Healthcare Policy Commission
The Healthcare Policy Commission, lead by Meredith Gould, has engaged in monthly conference calls with all members of the commission. The group is focused on five commission goals:
- Building membership of the commission
- Education of members
- Legal council/clarity on what NWONE can do in the realm of healthcare policy given our 501c3 status
- Creating a roster of members who are willing and educated to provide testimony at hearings
- Support the development of data driven decision making
- Commission membership and active involvement has increased
- Kristin Peterson, legal council for WSHA and Gwen Dayton, legal council for OAHHS have joined the commission to give state by state updates on legislative action and on the status of various active and pending bills in each state
- Several NWONE members were able to successfully testify on bills in both states, with the support of our membership
- A legislative boot-camp has been scheduled for October 19, 2007 at the Cedarbrook Leadership Center in SeaTac, Washington. This educational offering is open to all who are interested in attending and will focus on:
- The basics of how a bill becomes a law and how individuals can influence that process
- How to give effective testimony, with opportunity for practice in a mock testimonial session
- How to best influence legislation – views from a current nurse legislator
- The Massachusetts experience with special quest speaker Janet Madigan, Past President of MONE and an AONE award winner for legislative action

From our state legislatures; Washington HB 1809 The Patient Safety Act, also known as the nursing staffing bill was narrowly defeated, Oregon SB 4 known as the Nursing Shortage Bill passed due to the wonderful efforts from our members and colleagues in Oregon.
Nursing Practice Commission
Traci Hoiting, the new Chair of the Nursing Practice Commission has conducted monthly conference calls with her commission membership. The first work of this group, under Traci’s leadership has been to sponsor a first Clinical Practice Summit on the role of the Clinical Nurse Leader (CNL). This summit, The Role of the CNL: From Development to Implementation, will be held August 13, 2007 from 9am – 3:30pm in the Swedish Medical Center James Tower Educational Conference Center. Speakers for the event include:
- Joan Stanley, Senior Director for Educational Policy at AACN
- Jolene Tornabeni, Chair of the CNL Implementation Taskforce
- And our own Karen Haase-Herrick a member of the CNL Implementation Taskforce and a recent JONA author on the role of the CNL
Additionally Terri Woo, faculty from the University of Portland and several recent CNL graduates and Debbie Burton, Regional Director for Education and Practice for Providence, Oregon will be speaking.

The Nursing Practice Commission is considering future clinical summits in response to the request of members to have small specific forums on topics of current concern that allow for both learning and dialogue. Lastly the Commission has formally asked Lois Hoell to be the NWONE representative to the Washington Nursing Commission and is seeking volunteers to liaison between NWONE and the Oregon Nursing Commission.
Member Support Services Commission
The Member Support Services Commission, chaired by Laurie Brown, has been hard at work planning for our membership growth campaign. To that end the commission has:
- Redefined membership categories
- Created a revised membership brochure
- Created a group membership option
- Written talking points for membership recruitment
- Drafted letters to send to all CNEs encouraging their involvement and help with the membership drive
- Outlined member opportunities in a hospital by hospital database
- Begun planning for a member concierge service at each hospital
- The success of our membership campaign will require the involvement and commitment of all of our members. Some things that you can do to help include:
- Personally recruiting new members
- Inviting a nonmember to a regional council meeting with you
- Inviting a nonmember to attend the fall program, CNL summit or the legislative boot-camp with you
- Ensuring that all the leaders in your organization are members – bring membership brochures to your next leadership meeting and encourage their involvement
- Email Dane Karnick, Executive Coordinator for NWONE, at DaneK@WSHA.org, and request that he send you a packet of membership brochures for ready access – take them with you when you are at professional meetings for distribution.
- Review the recruitment talking points so you are comfortable with the recruitment process
Recruitment Talking Points
The purpose of “association” is to accomplish together what none of us could do alone. To this end NWONE supports bringing Northwest nurse leaders together in various coalitions and forums to do collective work and create shared voice around issues of mutual concern. Examples of the types of work that NWONE/NWONL supports and advances using this process includes:
- Informing and preparing individuals and groups for legislative action
- Strategic positioning related to labor partnerships
- Establishing partnerships with industry related to product development and the advancement of technology
- Advancement and endorsement of the standards for a Healthy Work Environment
- Promoting and advancing the collective voice of nursing leadership as part of all dialogues related to healthcare in the Northwest
- Using the voice of NWONE/NWONL as a representative to other associations such as the state hospital associations or the state nursing leadership councils, so that we may stand publicly together on specific issues and work with other nursing and healthcare bodies in the development of positions, standards, educational programming and in problem solving forums.
Additionally NWONE/NWONL:
- Creates forums for networking and for dialogue around specific areas of emerging concern
- Collectively raises awareness of the obligation that is inherent in licensure so that we may be worthy of the public’s trust specifically as related to providing leadership in patient safety and the quality of care provision
- Provides educational programs that not only advance our collective knowledge but also allows us to network during learning forums
- Develops and supports existing and aspiring nurse leaders
- Enhances individual leadership experience through the participation on NWONE/NWONL committees, commissions and councils
- Allows members to enjoy the opportunity to mentor others and to be mentored while developing lasting professional relationships
Lastly the Membership Services Commission is looking to highlight or focus on a member in each newsletter so that we might be to know each other better. Next month Laurie Brown, the Chair of the Membership Service Commission will start this process by placing herself before you in a letter to the membership. Report From the June Meeting of the Board of Directors & the Strategic Planning Meeting
The most recent board meeting was held on June 8, 2007 at the Benson Hotel in Portland Oregon, followed by a strategic planning meeting on June 9th. The board consists of elected officers, commission chairs and regional council chairs, with the NWONE Executive Director, the representatives to both state Centers for Nursing and both state Hospital Associations serving in an ex-officio capacity on the board. During these meetings the following issues and items were addressed:
- Traci Hoiting was appointed as Interim Chair of the Nursing Practice Commission
- Leo Greenawalt, President of the Washington Hospital Association, attended the meeting to discuss the last legislative session in Washington and concerns related to the potential advancement of a staffing ratios bill in that state during the 2008 legislative session
- Susan King the ED of the Oregon Nurses Association, presented at the meeting, at the request of the board, on ways that NWONE can partner with the professional arms of both state nursing associations
- NWONE formally signed onto the International Nightingale Initiative, dedicating ourselves, along with many national and international partners, to the accomplishment of a healthy world by 2020 and to full support for two initiatives for adoption by the UN General Assembly of 2008:
- Declaration of 2010 as the Year of the Nurse (the centennial of Nightingale’s death)
- Declaration of a Decade for a Healthy World 2011- 2020 (the bicentennial of Nightingale’s birth)
- Accountability Review of the existing NWONE Strategic Plan
- Preparation for the development of the 2008 strategic plan
- Attendees engaged in dialogue around focused questions
- What should NWONE be?
- Who should NWONE serve?
- Where should the organization focus?
- We come together in “association” to do collectively what we cannot accomplish alone
- NWONE should be a credible source of future focused and solution focused expertise to guide patient care and health care/li>
- NWONE needs to speak with a voice that is understood by our external stakeholders and not just speak with authority “to ourselves”
- Top issues of mutual concern include:
- Patient care redesign and patient safety (our licensure, which is a statement of public trust is a moral imperative to our focus on patients first and foremost)
- Influence and development of health policy
- Leadership development
- Organizational restructuring was suggested to include:
- Allowing the two states to function independently, with NWONE support in the arenas of policy, legislation and some practice areas to address the representative model that is inherent in a structure where regions select their own regional chair and that person is then a member of the board.
- Was our intention really to have a representative model vs an individual member model?
- Change the organization’s name from NWONE to NWONL to represent a more inclusive body that embraces nurse leaders at all levels
- Create a more robust and meaningful forum for CNE engagement
From this dialogue the following suggestions /opinions were raised

NWONE Website and Membership Database Update
NWONE has engaged the services of NPower Seattle, a low-cost national nonprofit consultation group to review our needs for improvement related to our website and member database. Improvements on these two member service areas are still pending as we consider options and seek the most cost effective solutions. We continue to appreciate your patience as we work through this process.
Announcements
Washington Center for Nursing
The first “RN Supply and Demand Study” with projections through 2025 is now available on the Washington Center for Nursing Website at www.WACenterforNursing.org and click on “Latest News” to download the report. These data indicate that to mitigate the projected shortage, from the educational preparation side of the equation, we must graduate 600 or more RNs per year. Producing this report is one of the WCN’s Strategic Business Plan deliverables as part of building a database about the nursing workforce in our state.
Washington State Hospital Association
July 30-August 1, 2007 International Conference on Patient- and Family-Centered Care will be held in Seattle with Special Luncheon for Hospital CEOs and Executive Leaders on July 30.
Several hundred health care leaders and others interested in patient and family-centered care from around the country will attend the Third International Conference on Patient and Family-Centered Care in Seattle on July 30-August 1, 2007. The keynote speaker is Rosemary Gibson, Senior Program Officer of the Robert Wood Johnson Foundation and author of Wall of Silence, a compelling book about medical error. Conference sessions will highlight the most innovative and effective patient and family-centered care initiatives, practices, research and designs.
Special Luncheon for Hospital Executive Leaders on Monday, July 30, 12:30 - 2 p.m. at the Seattle Sheraton: As part of WSHA’s focus on strengthening executive leadership around patient safety and quality, WSHA and the Northwest Organization of Nurse Executives are extending a special invitation to our executive leaders to join us in attending a special networking and educational luncheon.
Luncheon speakers include Jim Conway, former Chief Operating Officer at Dana-Farber Cancer Institute and now Senior Vice President at the Institute for Healthcare Improvement; Pat Sodomka, Senior Vice President for the MCG Health System in Augusta, Georgia; and Susan Grant, Chief Nursing Officer for the Emory HealthCare, Atlanta, and former Chief Nursing Officer at the University of Washington Medical Center, Seattle.
The July 30 luncheon cost is $45. Register online and look for the WSHA table at the event.

Washington Healthcare Workforce Institute
Statewide Centralized Clinical Placement Project Being Developed
The Allied Health Center of Excellence housed on the Yakima Valley Community College campus, Seattle Community College District and Renton Technical College in partnership with the Health Work Force Institute, the Washington Center for Nursing and the Council of Nurse Educators in Washington State are working collaboratively to develop regional pilots for clinical placements in the eastern, southern and northern portions of the state. The purpose of this initiative is to expand clinical education capacity in nursing and allied health education programs. It is based on a model developed by Pierce county colleges and universities that has increased quality clinical placements by 25 percent. This plan will not interfere with existing clinical placements and will not impact the ability of facilities to manage clinical placements in their institutions. These colleges will be hosting industry meetings in the next several months to begin the process of gathering input and developing advisory committees.
