Letter from our President – Charleen Tachibana
Dear Colleagues:
As leaders in our community and in your organizations you are all aware of the challenges and the rewards of the leadership role. This year in NWONE there have been interesting leadership challenges in both Oregon and Washington as transitions at CEO, COO and Senior Nurse Executive levels have occurred. Certainly there is a degree of disruption and confusion in any organization when leadership transition occurs, so we have listened with concern to national dialogues where the tenure of CNEs has been informally sited at an average of between 3 years and 17months!
With transitions and reorganizations we have also watched the positioning of the Senior Nursing Executive, believing that this individual must report at the highest level of an organization to assure an appropriate level of voice and influence for patient care. We are interested in your personal and professional thoughts on the changes around us and how NWONE might serve individuals best, during transition, and how we might take formal position on the appropriate positioning of the Senior Nurse Executive role.
Similar to our hospitals and healthcare organizations, NWONE has experienced some leadership changes this year. Some transitions have been secondary to job changes and relocations, one vacancy is due to a resignation. Because of these transitions we are in the position, for the second year in a row, to need to put a special election before the membership. Our nominating committee is now actively recruiting for nominees for three positions on the NWONE Board of Directors:
- Chair, Commission of Education – a two year term beginning January 1, 2008
- Secretary Treasurer – a one year term beginning January 1, 2008
- President Elect – a one year term beginning January 1, 2008 immediately followed by a one year presidential term and a one year immediate past-president term
The officer roles of Secretary Treasurer and President Elect require that nominees are both full members of NWONE and members of AONE. President Elect nominees must also hold a senior level management position in a health care institution/organization.
As I come to the last months of my Presidential role I can personally speak to the value of these leadership roles within NWONE. I have enjoyed the rewards from both new and enriched professional relationships and from NWONE accomplishments during my term of office. I have cherished the opportunity to bring our membership together in dialogue around the important challenges that lie before us and to work to form an important and united voice on issues of common concern.
The current vacancies on the 2008 NWONE Board of Directors represent a great opportunity for you as members. I encourage each of you to consider putting your name forward for a leadership role or office and would welcome the talent and perspective that you would offer to our board. Reports From Your Commissions, Committees and Taskforces
Education Commission
The Chair of the Education Commission, Lori Wild, holds monthly conference call meetings with her team who plan and organize all education offerings for NWONE. This group has been hard at work since the fall meeting evaluating that program and planning for the Spring Medley.
The theme of the fall meeting was Leading Technology from the Context of Caring. The program was very will attended with 140 paid registrants and 170 participants. Highlights from the meeting included our opening dinner speaker, Monique Lambert an engineer from Intel who has done hundreds of ethnographic observational research on how nurses spend their time, do their work and observing the “culture” of our profession. Her feedback and scientific observations held the groups rapt attention and led to lively dialogue during the meeting and since. Thursdays program highlighted many Northwest nursing leaders in collaboration with industry partners presenting innovative projects and their outcomes. The meeting closed with a 2 hour presentation from Kristen Swanson from the UW School of Nursing on Caring. One attendee stated that “Kristen’s presentation alone was worth the price of admission”. Overall evaluations from the meeting were highly positive and participants left having enjoyed each other while also obtaining new knowledge.
The Education Commission is now planning for the 2008 Spring Medley which will be held at the Embassy Suites Hotel in downtown Portland beginning the evening of Thursday March 6 and going through Friday March 7, 2008. The programs theme: Creating and Sustaining Healthy Work Environments will be opened by Connie Barden as our dinner speaker on March 6th. Connie is a Past President of the American Association of Critical Care Nurses and one of the authors of AACN’s Standards for Creating a Healthy Work Environment and the VP for Innovation at the Mercy Hospital in Miami Florida. The program will close on Friday afternoon with a presentation by Marie Manthey on Just Culture in Nursing. We hope that you will mark your calendars and join us for this event.
Beyond the Spring Medley the Education Commission is helping to coordinate a preconference to the AONE annual meeting in Seattle April 24 that NWONE will be hosting with the Cerner Corporation. The program will include a bus tour to 4 Seattle area hospitals where technology advancement has improved practice environments and care, will host two national speakers and may include a stop at one of our local wineries… we will keep you posted as the planning for this event progresses!
Our fall meeting for 2008 will be September 10 – 12, opening on the evening of the 10th, at the Oregon Convention Center. Our conference hotel for this event will be at the Lloyd Center Doubletree. While program planning is underway two preconferences have been arranged – a legislative boot-camp to highlight legislative processes and involvement strategies for both states and a program on Crucial Conversations & Confrontations by the Vital Smarts group and followed by a keynote to launch their latest publication on the topic of becoming an Influencer. We are already excited about how this program is progressing. Mark your calendars now.
Lastly the Education Commission continues to work collaboratively with both the Nursing Practice Commission and the Healthcare Policy Commission around both the legislative boot-camps and the Nursing Practice Summits. Healthcare Policy Commission
The Healthcare Policy Commission, lead by Meredith Gould, has engaged in monthly conference calls with all members of the commission. The group is focused on five commission goals:
- Building membership of the commission
- Education of members
- Legal council/clarity on what NWONE can do in the realm of healthcare policy given our 501c3 status
- Creating a roster of members who are willing and educated to provide testimony at hearings
- Support the development of data driven decision making
With these goals before them, the commission’s most recent outcome was the sponsorship of NWONE’s first Legislative Boot-Camp. The Boot-Camp was held on October 19th at the Cedarbrook Leadership Center in SeaTac, Washington. With attendees from both Washington and Oregon the program focused on the basics of legislative activity; how a bill becomes a law, where and how to have input, relationships with legislators and how to give testimony. The program was highlighted by a presentation by Senator Chris Marr and closed with a rousing mock testimony session. Feedback on the program, from participants has been very positive.
The commission has also evaluated it’s ability to serve both states well and put forward a motion to the NWONE Board of Directors that two commissions for healthcare policy be created, one focusing on each state, and that the two commissions be held in alignment by oversight of an officer of the board. This motion was accepted reviewed and unanimously passed by a vote of the Board in August. We are anticipating appointing a Chair for the Oregon Healthcare Policy Commission at the November meeting of the NWONE board.
The Healthcare Policy Commission is also working to create a set a talking points for NWONE members on the organizations position relative to legislative action.

Nursing Practice Commission
Traci Hoiting, the new Chair of the Nursing Practice Commission has conducted monthly conference calls with her commission membership. The first work of this group, under Traci’s leadership has been to sponsor a first Clinical Practice Summit on the role of the Clinical Nurse Leader (CNL). This summit: The Role of the CNL: From Development to Implementation was held on August 13th in the Swedish Medical Center James Tower Educational Conference Center. Speakers for the event included representatives from the National CNL Implementation Taskforce; Joan Stanley, Jolene Tornabeni and our own Karen Haase-Herrick and Traci Hoiting. Additionally, Terri Woo, faculty from the University of Portland and several recent CNL graduates and Debbie Burton, Regional Director for Education and Practice for Providence, Oregon presented on the Oregon experience.
The program was very well received by attendees and provided members with a smaller forum, on a selected topic, with time for dialogue, that you have been asking for. The Education Commission is now actively planning for future potential summit topics.
Lois Hoell, a member of the Education Commission continues to serve as the NWONE representative to the Washington Nursing Commission and Nancy Connell has agreed to liaison between the Education Commission the Oregon Consortium for Nursing Education and the Oregon Commission on Nursing.

Member Support Services Commission
The Member Support Services Commission, chaired by Laurie Brown, has continued their hard work on our membership growth campaign. Most recently the commission has sent out letters to all Chief Nurse Executives asking for their support in building our membership ranks and assuring member involvement from their hospitals. This communication was sent as we know that our CNE’s play a crucial role in assuring that their nurse leaders are involved members of NWONE. We are grateful to them for their support.
The continued success of our membership campaign requires the continued support of all of you as our members and our best recruiters. Some things you can do to encourage membership include:
- Personally recruiting new members
- Inviting a nonmember to a regional council meeting with you
- Inviting a nonmember to attend the Spring Medley, AONE preconference and AONE meeting, Fall program and our Clinical Summits
- Ensuring that all the leaders in your organization are members – bring membership brochures to your next leadership meeting and encourage their involvement
- Email Dane Karnick, Executive Coordinator for NWONE, at DaneK@WSHA.org, and request that he send you a packet of membership brochures for ready access – take them with you when you are at professional meetings for distribution
- Review the recruitment talking points so you are comfortable with the recruitment process
Recruitment Talking Points
The purpose of “association” is to accomplish together what none of us could do alone. To this end NWONE supports bringing Northwest nurse leaders together in various coalitions and forums to do collective work and create shared voice around issues of mutual concern. Examples of the types of work that NWONE/NWONL supports and advances using this process includes:
- Informing and preparing individuals and groups for legislative action
- Strategic positioning related to labor partnerships
- Establishing partnerships with industry related to product development and the advancement of technology
- Advancement and endorsement of the standards for a Healthy Work Environment
- Promoting and advancing the collective voice of nursing leadership as part of all dialogues related to healthcare in the Northwest
- Using the voice of NWONE/NWONL as a representative to other associations such as the state hospital associations or the state nursing leadership councils, so that we may stand publicly together on specific issues and work with other nursing and healthcare bodies in the development of positions, standards, educational programming and in problem solving forums
Additionally NWONE/NWONL:
- Creates forums for networking and for dialogue around specific areas of emerging concern
- Collectively raises awareness of the obligation that is inherent in licensure so that we may be worthy of the public’s trust specifically as related to providing leadership in patient safety and the quality of care provision
- Provides educational programs that not only advance our collective knowledge but also allows us to network during learning forums
- Develops and supports existing and aspiring nurse leaders
- Enhances individual leadership experience through the participation on NWONE/NWONL committees, commissions and councils
- Allows members to enjoy the opportunity to mentor others and to be mentored while developing lasting professional relationships

Report From the Nominating Committee
Nancy Moore, Immediate Past President of NWONE and the Nominating Committee Chair reported on the outcome of the 2007 Election:
- Meredith Gould was elected as the Chair Healthcare Policy Commission (soon to be designated as the Chair for the Washington Healthcare Policy Commission)
- Carol Velasquez was elected as the NWONE Secretary-Treasurer Elect
- Both Candidates for the Chair of the Education Commission have had employment changes that necessitated their stepping down from their candidacy
- Cathy Whitaker was elected as the President Elect for NWONE. Unfortunately, after her election she left her executive leadership position at Swedish Medical Center and decided to relocate to the east coast.
- Janice Wharton resigned her position as Secretary-Treasurer Elect leading to a vacancy in our upcoming Secretary Treasurer position for 2008
- Given our unexpected ballot and officer vacancies, Nancy will be working with her committee to create a new ballot for a special election to fill these leadership roles.
- Additionally two of our Council Chair positions remain vacant and three Council Chairs will be stepping down. The vacancies that need to be filled are in the following regions:
- SE Washington Council Chair- currently vacant
- South Central Washington Council Chair – Linda Garner is the current chair and will be retiring this year, she is actively seeking a replacement
- Eastern Oregon Council Chair – Janet Hanna is the current chair and is actively seeking a replacement for this year
- Central Oregon Council Chair – Cheryl Taylor is the current chair and is actively seeking a replacement this year
- Southern Oregon Council Chair- currently vacant
- Council Chairs are filled at the local level. When an interested candidate is endorsed at the local level they become the council chair and that position also puts them into a board position on the NWONE board

Report from the Bylaws Taskforce
The Bylaws Taskforce will have it’s first meeting on November 15, 2007. They will be meeting at the Washington State Hospital Association Suite, 300 Elliott Ave West, Seattle, Washington, at 5pm.
Report From the September Meeting of the Membership
At both our Spring Medley and Fall Program a meeting of the membership is held. Our last Meeting of the Membership held on September 14, 2007 at the Bellevue Hyatt Regency included the following:
- NWONE strategic priorities were reviewed
- Enhancing organizational vitality
- Developing future nurse leaders
- Fostering healthful practice environments
- Advancing evidence based administrative and clinical practice
- Fostering proactive and strategic nurse leader involvement with regulatory and legislative activity in the Northwest region
- Charleen Tachibana highlighted specific activities the NWONE Board has undertaken since our last meeting of the membership:
- Officers attended both the AONE Chapter Leaders Meetings and the Annual AONE meeting in Washington DC where NWONE hosted a booth
- Charleen Tachibana, Susan Heath, Barbara Ringhouse and Gladys Campbell were invited to present on Bundled Care Redesign at the Washington State Hospital Association Retreat. The presentation was very well received by the Washington CEOs.
- Membership has grown to 475 members exceeding our 2007 goal of 450 members
- A full day strategic planning meeting was held in Portland last June with outcomes including:
- The creation of a bylaws taskforce to again revisit our current organizational structure and operating guidelines. Members of this taskforce include; Charleen Tachibana, Kathy Johnson, Karen Logsdon, Thom Hightower, Barbara Hyland-Hill and Gladys Campbell.
- A decision to put before the board the creation of a second Healthcare Policy Commission so that there could be a healthcare policy leadership team for each state
- A desire to have further dialogue about the organization’s mission and vision, including the possibility of a name change for the organization
- Each Commission and Committee provided reports from their work
- Nancy Moore presented the results of the 2008 Election (see her report above)
- Jeannie Eylers provided the Secretary Treasurer’s report and highlighted our continued concern around the deficit budget that NWONE is currently running. The members were asked for support for our two primary revenue streams; membership and program registrations
- Gladys Campbell, Executive Director of NWONE provided the group with an update on work to upgrade the NWONE website with an expected launch date of the new site in January of 2008. Redesign of the current member data base will commence in 2008. Announcement was made of an agreement reached between the Washington State Hospital Association and NWONE where WSHA will be providing free rent and office overhead for NWONE beginning in September 2008. Success in the area of building relationships with industry was highlighted for the members.
- Charleen provided the membership present a thirty minute dialogue period around 4 specific questions related to NWONE’s image and future leading to robust discussion and over 75 suggestions from the membership!

Charitable Giving: Making your Contribution to NWONE
As part of NWONE’s program to diversity revenue streams we are beginning an active campaign to solicit donations to the organization which is a 501C3 nonprofit. As we approach the holidays many look for charitable donations to round out their calendar year of giving, and to prepare for the tax season. We ask that this year you consider a donation to NWONE. Last year a charitable fund to support education and research was set up in the name of our past Executive Director, Karen Haase-Herrick. Donations to this fund or non-restricted donations of any kind would be warmly appreciated and would help to continue to support the financial health and future viability of your association. Please consider a financial gift to NWONE.
Focus on our Members – Members in the News and on the Move!
Two of our Board Members were recently honored at the 2007 NurseWeek Nursing Excellence Awards Gala held at Bally’s Las Vegas Resort on September 15, 2007. Our winners were among 7 nurse leaders highlighted for their excellence in nursing and inspirational leadership.
Barbara Trehearne, RN, PhD, Executive Director of Nursing, Group Health Corporation and ex-officio NWONE Board Member, was recognized for establishing multiple programs to assist healthcare staff members to advance their education and careers. She also was sited for being instrumental in creating new roles for nurses to meet the ever-changing needs of patients. Barbara was also recently selected as one of the recipients of the Woman to Celebrate award given out by the YWCA and ACT Theater. These organizations are celebrating women in the Seattle community using ACT Theater’s production of “The Women” by Clare Boothe Luce as the backdrop for these awards.
Kathy Johnson RN, BSN, MBA, Chief Nursing Executive Providence Health System, Oregon and NWONE Vice President received the Diane F. Cooper Lifetime Achievement Award for her contributions to nurses and nursing throughout her career. Kathy has spent her entire professional career providing patient care and leadership within the Providence System. She was honored for visionary leadership that has influenced thousands of lives within her health system and beyond. We at NWONE have been blessed by her insightful and creative leadership and her steady commitment to the patients we serve and to nurses at the bedside.

NWONE Website and Membership Database Update
NWONE has engaged the services of NPower Seattle, a low-cost national nonprofit consultation group to review our needs for improvement related to our website and member database. New Website design is completed and content pages for the site are now being developed. We plan to have our new site up and running by January 2008. The basic template of our new site will allow for future “plug and play” enhancements at minimal cost, and our hope is to continue to advance our ability to provide improved member services through these options. Suggestions for future enhancements include:
- A more sophisticated online Newsletter that could be accessed by members and nonmembers alike
- A career center where jobs can be posted and where members can search for new career options
- An interactive calendar of events that would allow for online registration
- The creation of topic specific Q&A areas that members can op into or out of
As we move from this first phase of the site redesign into these future options we will be seeking member input. We continue to appreciate your patience as we work through this process.
Announcements
- Given the difficult legislative session in 2006 related to lack of agreement around HB1809, NWONE, the Washington Hospital Association, the Washington State Nurses Association, Service Employees International Union 1199NW and the United Staff Nurses Union / United Food and Commercial Workers are going to engage in dialogue together to see if we might find common ground on issues where there is current contention. Because of the sensitivity of this dialogue, Gladys Campbell, our Executive Director will be the representative from NWONE so that there is not confusion between our association’s role in this dialogue vs. the position of individual members many of whom are employees in local healthcare organizations that have union contracts.
Because of the sensitivities around positions and issues it was clear that all of us needed help in coming together. To this end the Washington Hospital Association has engaged the William D. Ruckelshaus Center, led by former U.S. Attorney General and first head of the EPA, Bill Ruckelshaus to assist us. The Ruckelshaus Center is a neutral forum for resolving difficult public policy issues using collaborative problem solving as a powerful approach to resolving conflict. Their services are so much in demand that they only accept one in every five projects proposed to them. In making their selection they do a thorough evaluation process to determine the chance of success before agreeing to work on any project. We are very fortunate that they have found the work that we have proposed worthy of their time and energy.
As our work with the Ruckelshaus Center progresses we will keep you informed.
- CNEWS the Council on Nursing Education in Washington State, in it’s update on the Master Plan for Nursing recently approved the following proposals:
- That by the year 2010, all Practical Nursing (PN) programs shall have a formal progression agreement with a RN Program
- That by the 2012, all Associate Degree Nursing (AND) Programs shall have a formal progression agreement with a Baccalaureate or higher degree nursing program approved in Washington State
- That effective 2020, and every year thereafter, all newly licensed RN’s in Washington State will have or attain a Bachelor’s or higher in nursing within 5 years in order to maintain licensure.
These proposals emerged during the discussion on the overall Master Plan which was endorsed by CNEWS. The proposal is a natural extension of previous CNEWS discussion, which endorsed the goal of the BSN in education, with the recognition of multiple pathways toward that goal. The new policy simply specifies a time-frame for achieving that goal. The proposal “grandparents” currently practicing nurses and those who obtain an RN License prior to 2020 and does not change their status. This proposal is not a “BSN Entry into Practice” policy.
